Texas Senate Final Budget Debate

The Texas Senate debated House Bill 1, the state budget bill, for the final time on May 4, 2011. The vote ended with 19 republicans in support, and 12 democrats against the bill. The bill was passed using an uncommon change in Senate rule that allowed for a bill to be passed without a 2/3 majority vote. The change comes only after a bill has been debated long enough, without any observable shift in support or change in bill language.
Democrat Senators felt the bill lacked in public education and medical service funding, whereas Republican senators felt it was all around the best package without having to impart new taxes upon businesses and the public. Sen. Steve Ogden, R-Bryan, was the main sponsor of House Bill 1, who defended its contents after hours of Democratic and Republican debate.
